I believe this is the right man. He is the only George Garwood born in London in 1900. He was a leather riveter and joined RN on 21 Jan 1918 claiming birth date of 18 Jan. The RIC man was a leather riviter born London 1900, but on 14 Feb. I suspect that the Feb date is correct and tht he changed his dob to get into the RN
