Before the Japanese occupation was in charge of Hung Hom Police Station. Interned in Stanley, Hong Kong by the Japanese. His wife Ruby was exvacuated to Australia in June 1940. At Stanley Frederick Kelly was Secretary of the Catholic Action Group and a member of the choir together with his room mates Charles Mottram and Claude Byron
